Download and run PocketPC Remote Setup. It installs in seconds, no admin rights needed, and keeps running in the tray next to the clock.

The Android app is coming to Google Play very soon.

Put both on the same Wi-Fi, open the app on your phone, tap “Scan QR code” and point it at the PC window. Done.
